The city must have hired a PR group to help sell Tallin.
The Old Town is beautifully maintained and filled with historic and cultural references for the visitor.
Everywhere you go, there are vendors in historic costume helping to sell the atmosphere.
As obvious as it is, it still maintains a sense of "innocence" that makes it as inoffensive as a country fair.
